• Rural electrification planning along with assessment of locally available renewable energy and other resources 
• Community Mobilization and Integration, where community members of concern are made aware of the ensuing energy projects, and facilitation of their participation and involvement in the project planning and implementation processes
• Off Grid Demand Promotion: Analysis of resources, power outputs, and energy consumption patterns; propose the community and the project developers on ways and means of increasing energy demand to make optimum use with win-win outcomes
• Designing of rural electrification schemes
• Promoting the models of sharing of equity and risks by a development agency (grant), financing institutions (debt), own equity (cash, material and labour) or any combination of these
• Wider stakeholder engagement and collective decision making
• Technology evaluation and selection
• Installation and commissioning
• Leave provisions in the mini grid and village electrification schemes for grid connection once the main electricity grid is extended to the villages in the future, and connect them when such opportunity arises
